Prepare four foil packets and spray with cooking oil.

Combine the instant rice and broth in a bowl. You can also use a Zip Lock bag that you can throw away after you are finished. Let the rice mixture sit for a few minutes until most of the broth is absorbed into the rice.

Mix in the carrot slices.

Put a salmon fillet on each foil packet. Sprinkle with lemon pepper and sea salt. Put chives on each piece of fish and top with a couple of lemon slices.

Spoon the rice and carrot mixture around each piece of fish.

Seal the foil packets tightly.

Grill packets on low heat about 4 to 6 inches from the heat source. Cook for about 12 to 14 minutes until the salmon flakes easily.
